Would someone clarify accurately waht pulling the rug exactly negates in todays format somewhere i read it negated exiled force and breaker is thast true?
Negate the activation and effect of an Effect Monster whose effect activated when a monster was Normal Summoned (even itself), and destroy that Effect Monster.
What this means is that “Pulling the Rug” can also be used to negate and destroy an Effect Monster with a Trigger Effect that activated when a monster was Normal Summoned, (King Tiger Wanghu, Mysterious Puppeteer, etc.) in addition to an Effect Monster whose own effect activated when it was Normal Summoned (Zaborg the Thunder Monarch, etc.).
You cannot Chain “Pulling the Rug” to an Ignition Effect that was activated when a monster was Normal Summoned. (“Exiled Force”, etc.) -- UDE Judge List
You can use Pulling The Rug on Breaker the Magical Warrior though.

When someone plays RFDD and stratos and DMOC hit the field can you chain PTR to what ever one they chose 1st? I have ruled you can. Just making sure I am right or wrong.
You can rug one of those monsters, but it is not going to be the one that they choose first. It will be the one that they put on chain link 2. If they return Stratos and DMoC and they activate DMoC first, targetting a spell in the gy, and then they activate Stratos, choosing to search, you may then activate rug and it will negate Stratos' effect. If they reverse the order, then you would negate DMoC's effect. Bear in mind that they could choose to activate neither of those effects and they then could not be "rugged"
