after you activate Stray Lambs can you use the tokens to tribute summon....the card says no normal,special,or filp summon after its activated tho'

A Tribute Summon is still considered a Normal Summon.

Anytime you see "Normal Summon" on a card effect, you should just associate the term as also including a monster that is 5-Star and above that requires Tribute(s) to be "Normal Summoned".

You cannot summon anything that turn, but you can still Set and do a Tribute set...

But, to answer your main question, you can Tribute them, but you'd have to wait till next turn to Tribute Summon...
