if i have D fissure on the field can my oppenent use ARA?

Yes, because ARA doesn't have a cost to activate it. If it was a cost, you couldn't activate it since the cost needs to go where it's specifically told in the card text of ARA; which it doesn't have.

So you are saying you can activate it, but not resolve it then?

i think he means that when it resolves it goes to the RFG pile instead of the graveyard. "it goes" meaning the cards u selected for the ritual.

You can use it and it resolves normal. The monsters are just removed from play. Hope this helps.

Advanced Ritual Arts works similiarly as Future Fusion would in this case.
