Royal Decree vs. Nobleman of Extermination

If I activate Nobleman of Extermination on my opponents Royal Decree, can he chain it, and Nobleman fizzles?

Yes your opponent can chain it, but the term "fizzle" is not a mechanic term, Nobleman's effect just resolves without effect.

Nobleman of Extermination targets a face down card. Royal Decree is chained. Now there is no face down card to destroy.
