Sending all cards on the field and in both players’ hands to the Graveyard and drawing one card are resolved as part of the same Chain Link, and are considered to occur simultaneously (even though the card is drawn after sending cards to the Graveyard). So a card like “Peten the Dark Clown” would not miss the timing even though a card is drawn.

Question: If opponent summons norleras, and doesn´t activate effect. On my turn I normal summon an exiled force and target norleras, can opponent activate norlera´s effect? (outside of his main phase??)

No, they cannot.

Norleras' effect is an Ignition effect, so it is only Spell Speed 1. That limits it to their Main Phase 1 and Main Phase 2 for activation.

I'm pretty sure I know the answer to this but....

I activate it's effect then chain it's effect with Raigeki Break...his effect still follows through right?

Chain Link 1 - Norreras (assuming the player used priority)
Chain Link 2 - 'Geki Break

Chain resolves backwards

Raigeki Break destroys Norrerras, and Norreras blows everything else ways.

How about this:
If Player A has Norleras and attacks into a trap such as Mirror Force, can they activate Norleras' effect?

Also:
If my opponent summons Norleras and does NOT activate it's effect, and I then choose to chain its summon with Bottomless Trap Hole, can the opponent then activate Norleras in chain to my Bottomless Trap Hole? (this I assume he can but would like confirmation).

My friend claims that he can use it whenever he wants...which I know is not right.

For Fenix: No and No. It is best if you read the entire thread (which isn't long) before asking questions.

If they attack, that means they are in Battle Phase. Battle Phase =/= Main Phase 1 and 2.

As for the second question, if you decided to NOT use priority, then you can't make Norleras' effect Chain Link 1. And, since you can't chain Norleras' effect, then it won't go off.

second question. What if he's already been summoned...can he be special summoned or is he nomi? (I'm always so bad for this)

He's a nomi monster, it can only be summoned by the way described in it's text.
