Player A: Activates CCV and sacks a malicious for it.
Player B: Loses 2 in hand Monarchs and Dasher.
Player B: Draws Jinzo or DMOC or a Monarch etc, for his turn. CCV checks during the draw to see if its effect targets this monster. Can player B use his in grave Dashers effect to special summon the monster. Either before the Virus checks the target or chaining it onto the virus's effect?
as far as i know ccv will send the monster to graveyard first cause the card effect is lingering around waiting for the draw to happen...also dasher's effect is SS1 which makes it too slow for ccv not to pick off that card. but of course i could be wrong.
Ok, see Spell Speed has NOTHING to do with this, first off Dasher's effect activates during the Draw Phase (as well as CCV's effect), so we can immediately discard Spell Speed having anything to do with it.
Now, as for the scenario, CCV's effect checks the monster immediately after the draw, so if the monster is a 1500+ it will immediately be destroyed, making it impossible for Dasher's effect to be triggered.

The Turn Player must show the card drawn to the player controlling the effect of CCV. If it is 1500 and above, it is destroyed, just like deck_wraith stated, there is no opportunity to "activate" Dasher's effect because there is already a condition placed on the drawn card, and you cannot interrupt that condition to activate Dasher's effect.
