No, the only way to reborn Horus Lv.8 as far i know is whit Level Modulation

And that's ONLY if Horus LV8 had been properly summoned before. If Horus went straight from hand/deck to the grave, not even Level Modulation will be able to revive it.

Also, if Horus LV8 was summoned with Level Up!, that doesn't count as properly summoning him. Level Modulation will only work if summoned by the effect written on the LV8 card itself.
