ok.... soo.. skill drain is on the field... active.. i summon a spirit reaper. equip it with heart of clear water... destroy my own skill drain.. does he stay alive?? heart of clear water states as long as hes equipped by it HE CAN NOT BE DESTROYED BY EFFECTS. that would include his own? right? from there, u could equip things like star boy ceal, er w/e. to improve him, as long as he doesnt top 1300 atk points....

"Spirit Reaper" is destroyed by its own effect after a card that targets it resolves. If a Spell Card targets it, and the activation of that Spell Card is negated (such as with "Magic Jammer"), then "Spirit Reaper" is not destroyed. However, if the effect of the Spell Card was negated, such as if "Imperial Order" is active, then "Spirit Reaper" is destroyed because the Spell Card resolves (even though its effect is negated). Even if "Imperial Order" is already active on the field, you can activate a card such as "Tribute to the Doomed" designating "Spirit Reaper", and "Spirit Reaper" will be destroyed by its own effect.
"Spirit Reaper" is only destroyed by its own effect if it is face-up on the field when the effect designating it as a target activates, AND after the effect designating it as a target resolves. If you Special Summon "Spirit Reaper" with Monster Reborn, or flip it face-down with "Book of Moon", or flip it face-up with "Book of Taiyou", it is not destroyed. If a face-down "Spirit Reaper" is targeted with "Change of Heart", then Flip Summoned, it is not destroyed because it was face-down when "Change of Heart" was activated. If "Spirit Reaper" is targeted by the effect of "Relinquished", "Spirit Reaper" is an Equip Spell Card after the effect of "Relinquished" resolves, so it is not destroyed. If "Spirit Reaper" is removed from play with "Dimensionhole" or "Interdimensional Matter Transporter" or "Different Dimension Gate", then it is removed from play so it is not destroyed. If "Spirit Reaper" is shuffled into the Deck with "Monster Recovery", it's not destroyed. If "Spirit Reaper" is returned to the hand with "Penguin Soldier", it's not destroyed.
Now then, the bold shows that Spirit Reaper is destroyed AFTER the card itself has resolved. This means that Skill Drain has NO say in the matter, since the card will still equip to Spirit Reaper and Heart of Clear Water's effect still resolves. Now, since Skill Drain is out of the picture, another rule will clear this out.

? What? You might have missread my post, it's states that Reaper will be destroyed even with HoCW.
ok then... just wondering.. but if he is equipped, and the effect of heart resolves long before i remove skill drain, hes been under the effect for a while. therefore, he was targeted long before he had the ability to break himself. heart of clear water wouldnt protect him from himself?

No it wouldn't, because as stated by Xav, the card has resolved AND still targeting Reaper, Reaper's effect is continuous meaning that it will be constantly checking for cards that are targeting him.
but skill drain means he would not be looking for equipped cards. he had no effect when this was equipped. i understand that if he was normally targeted by a card, hed be destroyed... random question.. i heard this once.. can u dust tornado a spirit reaper??? just target him with it.. i dunno.. i just heard it once, never seen it done.
Dolphin. There's a wonderful skill called "Reading" I suggest you read my post. I pointed that, whether Skill Drain was up or not, it does not matter.
Why? Simple. The Equip Spell card RESOLVES first. So, before Spirit Reaper is destroyed, he is equipped with it. How do I know this? I cited rulings. Thus, it doesn't matter if Skill Drain was up or not, the Equip Spell card (Heart of Clear Water) still resolves nonetheless, HOWEVER, as the rule that both Wraith and I pointed out, Spirit Reaper still dies.
EDIT: Use the skill I promoted in the first paragraph to deduce your second question.
Destroy 1 Spell or Trap Card on your opponent's side of the field. You can then Set 1 Spell or Trap Card from your hand.
Does that say "monster" anywhere? No. You can't target Spirit Reaper at it is not a "Spell or Trap Card on your opponent's side of the field".
