Say the only cards on the field are my Divine Wrath and my opponent's Sangan.
I opponent tributes Sangan to summon Raiza the Storm Monarch. What happens next? Does Sangan's effect activate and resolve before Raiza's effect, vise-versa, or do they chain together.
My aim is to negate Sangan's effect with Divine Wrath.
I believe your opponent gets to pick which effect goes first ... the other in some untouchable limbo. In essense, he can protect the Sangan by going Raiza first.
why would u want to negate sangan instead of raiza when the only card on your field is divine wrath? i would rather stop raiza who would likely pop the divine wrath to the top of my deck and attack me directly. it would make more since in trying to take the 2400 out the picture than to stop a 1500 or less monster from getting to ur appoinents hand. of course if u had dd crow(nice lil birdy lol) in your hand then u can send sagan out of play before it gets its effect( i think u could do that but i could be wrong)

Does it really matter why? whatever the reason it has nothing to do with it.
Besides, if I activate Divine Wrath, wouldn't that prevent Raiza from sending it to the top of deck anyways?
Yes. Raiza can only send a Continuous Effect to the Top of your Deck, so any card that is activated in a chain to his effect, like a Quick Play or Normal/Counter Trap Card would go to the Graveyard.

Oh you of little knowledge. If you negate the opponent's Sangan before Raiza has to resolve, then the only available target for them to bounce is their own Raiza. You have successfully owned their search AND their bounce in 1 negate.
Now if your opponent chose to resolve Sangan first, Raiza is on a different stack, no target declared ... nothing. And then Sangan's search goes through (or is duly negated) and voila! Hes left standing alone on the field ...
