can u negate the summoning of exodia necross with cards like Horn of Heaven and solemn judgment??

So Solemn Judgment would have to chained to Contract with Exodia and negate it, HoH cannot negate it.

The effect of Necross doesn't have anything to do with it. All summon negators can only negate summons that are built in to the monster. They cannot be used against card effects that special summon like Premature Burial, Mystic Tomato.

Here's the ruling from netrep concerning Black Horn of Heaven:

Like "Horn of Heaven", this card cannot be used against "Premature Burial", etc. It can be used against inherent Special Summon effects like "Cyber Dragon" or "Dark Necrofear".
