Under the new rules people with L/C can make close combat attacks against those with soaring. Can people like batman and Scorpion now make ranged attacks at full range? And if so can Batman outwit a flyer in soaring at the full 10 range instead of 5?

No. Having the L/C power does not completely remove the benefits of soaring. All normal rules apply, with only one exception, that you can make a close combat attack.

Cool so Amazo could soar 6 spaces from Batman and not get his HSS outwitted. I will remeber this! (rubs his hands together evilly )

Yeah, but nothing stopping Batman moving one space closer to use his outwit.
