If myopponent normal summons a Jinzo on the firld does jinzo's trap negating effect count as an effect that activates when summoned or does Jinzo have priority to negate it. I know that Puling is a counter trap but I had a fight over it the other night and I am just trying to see f I can get an anwer in favor of either direction.
Pulling The Rug will not destroy Jinzo when he's summoned because his effect is continious. Pulling The Rug only destroys monsters with effects that activate when they're summoned, such as the Monarchs.
Spell Speed 3 > Spell Speed 2 and if your opponent still thinks it can'tbe chained then Solmen Judgement and Horn of Heaven is ineffective against Jinzo as well, but they're not.
You can not chain to an effect that does not use the chain and is considered a "continuous" effect.

The reason you stated above is not the correct answer for this particular question.
Solemn Judgment/Horn of Heaven can negate the summoning of Jinzo because of a specific timing window that they use before the monster is ever considered to be "in play."
When a monster is summoned to the field, a player can choose to negate the summoning with a card such as the ones listed above. If they choose not to, then the monster is considered to have been successfully summoned and their effects will form a chain (if they are triggered) or their effects will automatically be applied to the game-state (if they are continuous).
Since Jinzo does not use the chain in anyway, your "spell speed 3 > spell speed 2" arguement is inapplicable to this question.
Ah so pulling the rug stops monsters who's effects are not ignition effects like Exield Force or Coninous effects. Thats my fault for not catching that jinzo is a continous effect.

Exiled Force is an Ignition effect. Pulling the Rug would not work on Exiled Force since it's effect does not automatically activate when it is summoned.
