No, perplex allows you to increase or decrease any combat value of a character until the end of the turn. Since you roll for the damage of a BCF attack it in not a "value". You could perplex the attackers AV or the opponents DV to make the attack more likely to hit. It is better to lower the opponents defense value because then he is weaker to anyone else that may take a shot at him that round.
mindspa24, i believe your mistaken about perplexing the enemies defense. it states in the rule "If the perplexed character is damaged or healed during the turn, the effect ends. " so there defense goes back to normal after the first hit.
So to be honest it's usually the same if you perplex your attack up or his def down, but some situations (flurry) your better off perplexing your attack.

I think you miss understood me, or I didn't explain myself good enough. You are right that if they are damaged the effect ends. What I was trying to say is this. Suppose you perplex up your attack value for Bullseye and he misses, now you have just wasted your perplex. Instead, perlex DOWN the targets defense, that way if Bullseye misses other teammates can still take a shot at the target while he still has a lowered defense. We're both right, I just didn't explain myself well enough.
