Yes, you can use The Shallow Grave to summon Tyrant Dragon. The Shallow Grave does not have a level restriction.
I believe you still have to tribute a Dragon-Type monster because Tyrant Dragon's last line of text is a condition, not an effect.

I wondered about this and about Darkblaze Dragon too. (Are it's stats still doubled if it's revived face down?)
Special Summoning monsters face down seems like it would allow/force you to "ignore" any effects or costs that come into effect upon summoning them because (in my mind) face-down monsters aren't really summoned, they are just set.
They aren't summoned until they are flipped face up...to me anyway. I know that's not how it works. That's just how it seems it should work.
