Power Bond - If I use this card and activate De-Fusion in the same turn, do I still take damage?
The Light - Hex-Sealed Fusion - Does it's first effect "You can substitute this card for any 1 Fusion Maetrial Monster" work while it's in the Graveyard, Deck or Hand? Or does it HAVE to be on the field to count as a substitte. For instance, I have the hex on the field and Cyber Dragon in my hand, can I use my polymerization to fuze them? Can I use Overload Fusion to treat the hex as a Fusion Material Monster?
Decoy Dragon -As long as he has Decoy dragon on the fierld and a level 7 dragon in the graveyard can he keep on brining it back?
E.g I have chimeratech overdragon on the field, I attack decoy dragon, he directs it to a blue eyes in his graveyard, Blue eyes is destroyed as a result of battle. I attack decoy dragon again in the same turn, he does the same thing to bring blue eyes back in defense mode. so basically it makes him invinsible in terms of defending.
No, Card Trooper has to be destroyed and sent to the graveyard for it's "draw a card" effect to activate.

Yes, you will still take the damage. I assume it goes along the lines of the following quote if I am correct.

I believe it works while in your hand, field, or graveyard because I know you can't use Future Fusion with a Light Hex, but you can include in in the Overload Fusion for Chimeratech - but only for the required Cyber Dragon I believe, not 100% on this.

You can use it in a fusion summon with any fusion( poly, overload, powerbond) card, but it cant be treated as the Cyber Dragon, and it cant be in your deck. Its just one of the random other tribs.
Decoy Dragon -As long as he has Decoy dragon on the fierld and a level 7 dragon in the graveyard can he keep on brining it back?
yes, he does keep bringing it back, because the cards text doesn't say " Once Per Turn " so he could use it over and over again
Just to clarify the question about The Light-Hex Sealed Fusion a little further:
The effect that treats it as a fusion substitute works while in hand, graveyard or on the field (but not in the deck, that's the reason why you can't use subs for Future Fusion).
As for your question

It depends on what you want to fuse. You can't make a Twin Dragon because Twin Dragon states that you can't use fusion substitutes for his fusion summon, but you can make an Overdragon by using the Light-Hex as a substitute for the Cyber Dragon and your other Cyber-Dragon as one of the machine-type monsters. You can't do it the other way round because of this ruling:
When you Fusion Summon this card you can use a substitute, such as "King of the Swamp", for the "Cyber Dragon", but not for the Machine-Type monsters. That means you can use a maximum of 1 substitute monster in the Fusion Summon.
Hmm Ok I get the now although the Hex monster effect still confuses me a bit since I use it. So I can fuse the hex and a cyber dragon on the field to create cyber twin but I cant use polymerization to create cyber twin if the hex is in my hand? and what if one is on the field and the other is in my hand? Because i'm sure you can create a cyber twin with just 1 sub.

... Reading can help.

A Fusion Summon of this card can only be conducted with the above Fusion Material Monsters. This card can attack twice during the same Battle Phase.
Last I checked, "The Light - Hex-Sealed Fusion" was not called "Cyber Dragon". You can, however, use the Hex's second effect, as you are SPECIAL SUMMONING, as pointed out.

It's important to remember that while
Fusion Summon = Special Summon, Special Summon does not necessarily = Fusion Summon.
All Fusion Summons are special summons, but not all Special Summons are Fusion Summons.. ^^
