I have a deck that uses Stratos and an Ocean. I heard recently they the text have been changed to include the Evil Heroes. Can I still apply their effects at regionals to retrieve evil heroes, even tho the card doesn't say it? This will kinda impact my deck so I would needthis answered as quickly as possible. thank you.

p.s. Will Dimensional Prison be legal for use at regionals?

1.) Any errata changes to cards are applied to old versions of cards that may not have the updated erratas (in your case, Ocean and Stratos will be compatible with Evil Heroes even though the text not say that.)

In short, you can use Ocean and Stratos to retrieve Evil Heroes from the deck/graveyard at the next Regionals.

2.) Promos are legal upon release, so yes, Dimensional Prison is legal at the next Regionals.
