can he be special summoned any other way besides his card text?

If I'm not mistaken, Plasma says "This card cannot be Special Summoned except...". Any card that says that can never be summoned any other way, with one exception as far as I know.

That exception is Level Modulation. You can use that card to summon Horus LV8, for example, but ONLY if that Horus LV8 was successfully summoned first and then directly went to the Graveyard.

so is that a yes or a no

it must be special summoned by the way stated in its text and can't be later summoned any other way.
