On yugioh.wikia.com there is no ruling section for test tiger, so i was wondering..

can you use the tribute this card blah blah blah effect of test tiger during your battle phase?Because it doesn't say when, it just says "you can tribute this card".

Unforunately not.
You can only tribute it during your Main Phase.

Just think of something like Exiled Force.

Most times to activate an effect, unless it is a trigger or continuous effect, it can only be activated during the Main Phase 1 or 2 unless the card specifically states "during the battle phase".

only multi-trigger effects (and specifically timed triggers, which can arguably be referred to as timing-restricted multi-triggers for most intents and purposes) can be activated outside of the main phase. Continuous effects can't even be activated. They don't have a spell speed.
