I was reading the PTDN rules on upper forums and some doubts came to me:
Dark Armed Dragon
PTDN-EN019 (Dragon / Effect)
[This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by having exactly 3 DARK monsters in your Graveyard. You can remove from play 1 DARK monster from your Graveyard to destroy 1 card on the field.]
"Dark Armed Dragon" can still be Special Summoned while there are non-DARK monsters in your Graveyard.
"Dark Armed Dragon's" effect that destroys 1 card is an Ignition Effect. Removing 1 DARK monster from play is a cost.
"Dark Armed Dragon" cannot be Special Summoned from the Graveyard, even if it was properly Summoned beforehand.
1) The text : "This card cannot be Special Summoned except by having exactly 3 DARK monsters in your Graveyard" means that if I want to special summon it, I must have only 3 dark monsters on the grave at all or if I have 3 dark and one light (for example) I can also special summon it?
2) I read and re-read the bolded rule and didn't understand it... what does it mean? How can I special summon it while there are no dark monsters on the grave? (maybe I missed something...)
what the ruling means is DAD can be special summoned even if you have more then 3 monsters in the grave, but only if there is exactly 3 darks. So if you have 3 dark monsters, 2 lights and 4 earths or something of that nature, you can still summon DAD since the number of Dark monsters in your grave are equal to 3. I hope this answers you question.
1) You must have exactly 3 DARK monsters in your graveyard to special summon him. Other attributes do not matter. You can have other monsters in the graveyard (ie, your 1 light monster) and still special summon him, as long as there are 3 DARK in the graveyard.
2) You are reading it wrong.
Dark Armed Dragon" can still be Special Summoned while there are non-DARK monsters in your Graveyard.
Your questions sounds like you are reading it as:
Dark Armed Dragon" can still be Special Summoned while there are no DARK monsters in your Graveyard.

i know you cant special summon D.A.D from the graveyard but can you special summon him if he was removed from play? sorta like dark ruler hades
dark armed dragon is what we in Yugioh refer to as a NOMI monsters.
This is a monster that has only one way to summon it out. it is listed on the card with the following text.
This Card cannot be normal summoner or set. This card cannot be special summoned except by...
when a card has this text then it means the only way to special summon this card is to follow the instructions listed after the except by...
in the case of dark armed dragon it can only be special summoned from your hand when you fulfill the requirements because it has no seer to special summon it.
if thats the case then why didnt they say that when they made the ruling that it cant be special summoned from the grave.?
Because it's common knowledge, don't expect EVERYTHING to be written down in every single card they release, why don't they just write on a card "this cards effect is an Ignition Effect and can only be used during Main Phase 1 or 2"?
