Say I activate Heavy storm, and the opponent activates dark bribe, so he summons the dragon, since the summoning qualification is fulfilled. My question is: Is the summoning of the dragon part of the chain?
Chain link 1 (Heavy storm)
Chain link 2 (Dark bribe)
Chain link 3 (summoning of Van'dalgyon)
or
Chain link 1 (Heavy storm)
Chain link 2 (Dark bribe)
and the summoning of the dragon is out of the chain?
Summons are never part of a chain as they have no spell speed.
I think it works the same as with Voltanis the Adjudicator, meaning the summon occurs immediately after the resolution of the counter trap, but the effect of Van'Dalgyon / Voltanis waits until after the current chain has finished resolving, then that effect will start a new chain.

Well summons are never part of a chain, but to get summoned the dragon activates its effect, which is multi trigger if I am not mistaken..
So it has a spell speed 3, so as far as spell speed is concerned, he can be chain link 3.
But, I am not sure if that effect is considered part of the chain or not. I am not interested in its triple effect, which will start a new chain, but its summoning effect..

Before I get to answering questions........... if I'm not mistaken, you are implying that Van'Dalgyon's effect is Spell Speed 3????????????????? If that's so... that is completely wrong, there is no monster effect which is considered Spell Speed 3. Also is ain't Multi-Trigger, it's just a Trigger effect.

after you counter a card on your opponents side of the field both of your Van'Daglyons would realize that there special summoning requirement has been fulfilled, but Van'Daglyon's special summon does not use a chain.
you would then summon out one of your Van'Daglyon from your hand, Once this occurs the other Van'daglyon in your hand sees that its Special summoning Requirements have passed and it doesnt get summoned out.
then the Van'daglyon that you summoned would activate its effect based on what card you countered.
So you're saying Royal Oppression can be chained before Van'Dalgyon hits the field, in reaction to your opponent saying, "I will then summon Van'Dalgyon?"

Well, by "chain Royal Oppression" you mean activate an already face-up one, then yes, you can.
Of course, it wouldn't make a difference even if Van'Dalgyon didn't use the chain. You could still negate it with Royal Oppression (since it can negate cards like Grandmaster of the Six Samurai, Dark Necrofear, and Cyber Dragon).
Since LaDD Special Summoning activates in a chain, you can't activate Bottomless Trap Hole correct?
(I'm trying to prove this to someone who's trying to screw me over. But I know i'm right i just need proof for this situation.)
Also, it answers the OP's question: Van'Dalgyon summons itself on a new chain.
Now "Van'Dalgyon the Dark Dragon Lord's" Special Summon effect starts a new Chain. After it is successfully Special Summoned, it will start a second Chain when it activates its "Special Summon 1 monster from your Graveyard" effect.

It begins a new chain because the effect triggers, the summon itself, does not trigger anything.
