My friend was dueling my lil bro, and my friend says Hysteric Party can special summon Harpie Lady Sisters from the graveyard... My bro and I said he can only special summon monsters that are named exactly "Harpie Lady"(or have effects that make its name treated as that).

So which is correct?

your friend is wrong. Hysteric Party says 'Special Summon as many "Harpie Lady" as possible from your Graveyard.' This means that they have to have the name Harpie Lady, whether through effect or name. if it said '"Harpie Lady" cards', then your friend would be correct, but it specifies "Harpie Lady".

your friend is incorrect. to my knowledge hysteric party can only get these mon : harpie lady, harpie lady 1-2-3, harpie queen and cyber harpie lady. sisters is not treated as a harpie lady so its not able to be summoned by it.

No it can't, ONLY Harpy Lady in their names.........

Wraith, Harpy Lady 1-2-3, Cyber Harpy Lady, and Harpy Queen each have an effect that says "This card is treated as 'Harpy Lady'." Queen is only on field and grave, but they work for Hysteric Party nonetheless, just as the same rules state you can only have a combination of 3 out of any of Harp Lady, Harpy Lady 1, Harpy Lady 2, Harpy Lady 3, and Cyber Harpy Lady. Again, Queen only counts on field and in grave.

TREATED AS counts the same as the card itself. Same as with Umi and A Legendary Ocean. that means that for all intents and purposes, although a different card, their name is treated as Harpy Lady.
