Ok, both of these cards are continuous, so I am wondering if it creates an infinite loop (I assume not because....well, just because infinite loops are not approved by UDE, lol).
So this is the scenario 1:
Player A has Bad Reaction to Simochi active.
Player B summons Prime Material Dragon.
Player A activates Gift Card
How does this resolve?
Scenario 2:
Player A has Bad Reaction to Simochi active.
Player B summons Prime Material Dragon.
Player A activates Meteor Crush
How does this resolve? (I am guessing the reverse of scenario 1)
The way I've been playing it (and how everyone else I've seen plays it) is that these two cards interact similarly to Level Limit - Area B and Final Attack Orders. Whichever one was played (or summoned) last is the one that takes precedence.
So if Prime Material Dragon came AFTER Simochi/Reficule, then in both scenarios you would gain LP. But if Reficule/Simochi was the last card to be played, then you would lose LP.

At the current time there's nothing official about this particular scenario... I for one am siding with both effects would resolve normally... just applying the effects on the chain (of course this is not official, nor I am correct on it), so for the time being... we'll just have to wait and see.
As fond as I am of CoG and trustworthy of it... that's not official... as I said earlier, we just have to wait and see what the official ruling stands with.
Ok, so 1 more scenario. I know there are no official rulings, but assuming they all work off as a chain, how might this resolve?
Player A has 2 Bad Reaction active
Player B has Prime Material Dragon out
Player A activates Gift Card
I know have 2 Bad Reaction doesn't stack, but I am guessing they can activate separetely each once per chain.
This is my guess on the chain:
Bad Reaction #1 deals 3000 damage
P.M. Dragon chains and gains 3000 LP instead.
Bad Reaction #2 kicks in and Player B takes 3000 damage instead.
I know about that as well, and it is not fully official, why it might read as the most "accurate" answer at the moment... it is not the official one just yet, there are several other assumptions about the case, I do approve the last in - first out, theory (which is the same as they will both fully resolve normally), but still it might - might not change in the course of time.
Fenix:
As for your scenario, they don't activate in separate chains either, weird I know, but just one of them would normally resolve... meaning I would extrapolate and say that it would resolve equally to the first scenario.
