Can this card stop diamond dude, after his effect discards a magic card to the graveyard, and they activate it next turn? Can hero's rule stop that

You cannot. Diamond Dude is not activating the spell card itself, just the effect of the spell card, and Hero's Rule negates the activation of the spell card itself.

In addition, when Diamond Dude's initial effect is activated, it is not targeting any card whatsoever, it is allowing the controller to pick up the next card in their deck, so the activation requirements would not apply in that circumstance either. On the flip side of this, when the spell card's effect is being activated, you are not "re-activating" the effect of Diamond Dude, you are resolving the second part of his effect.
