If I summon Norleras, and then pay the 1000 LP, can I chain Interdimensional Matter Transporter to that and use it on Norleras to bring him back at the end phase? I seem to recall that it worked that way with Chaos Emperor Dragon - Envoy of the End when that was a legal card and it had a similar wording for its effect.

Yes, you can do that, and yes, Norleras would return at the end of the turn. IMT does not summon the monster at the end of the turn, it merely returns the monster back to the field, so summoning restrictions/requirements do not matter.
