is tribute summong the same as normal summoning, its just the cards ultimate offering and conscription say normal summong (ultimate offering says an extra normal summon or set and seen as tho u can set a monster thaats just been tributed im lost.
Your first example is correct. If you had a full hand of monsters and an active Ultimate Offering, you could normal summon the first, and then pay 500 LP over and over until each monster is on the field. You could also normal summon the first monster, pay 500 to normal summon a second monster, then pay 500 LP again to tribute summon a Blue-Eyes White Dragon.
Your second example won't because it allows you to perform a normal summon or set, not bypass any requirements for that normal summon/set.
You may be thinking of this card for your second option:
Mausoleum of the Emperor Field Spell
Both players can Normal Summon or Set monsters without Tribute(s) by paying 1000 Life Points x the number of monsters needed to Tribute Summon them.
In this case you could pay 1000LP to normal summon a Dark Magician Girl or pay 2000LP and normal summon a Blue-Eyes White Dragon
I think Ultimate Offering is a GREAT card. Don't forget that you can also activate UO during your opponent's battle phase, so you can create opportune replays, or wait until they have finished attacking and then use UO to set a key flip summon monster. They are out of attack options, and as long as they don't play Nobleman of Crossout or something during their main phase 2, you've prepped yourself for lots of nasty fun during your turn. 8^D

no you cant, because the tribute of the three monsters is a mandatory part of the effect. kinda like, i wont get a monarchs effect if i dont use a monster to tribute with. but in this case, it can only come out by the monsters being tributed.
just to clarify. in my turn i could summon 1 magicians valkyria, use ultimate offering 500 summoning another and then pay another 500 to summon dark magician?
You are correct. Just remember that when you pay that final 500 LP, you also need to tribute the two Magician's Valkyria for the tribute summon of Dark Magician 8^D
This may be unnecessary, but I'd like to summarize for simplicity's sake.
Think about what you can do with your Normal Summon for the turn without "Ultimate Offering." Offering simply lets you do the same thing more than once, as long as you have the Life Points to pay for the effect.
So, without "Ultimate Offering," can you Normal Summon "Magician's Valkyria?" Yes. Therefore, you can use "Ultimate Offering" to do this. Without "Ultimate Offering", can you Tribute two monsters to Normal Summon "Dark Magician?" Yes. Therefore the same can be done with "Ultimate Offering."
However, without "Ultimate Offering," can you Normal Summon "Dark Magician" without tributing two monsters? No. Therefore, you cannot use "Ultimate Offering" to Normal Summon "Dark Magician" without tributing monsters.
