1.) Cry Havoc! can summon more than one monster. It's similar to Ultimate Offering, except instead of paying LP for each summon, you have to remove a monster.
2.) I don't see any why you couldn't summon Blue-Eyes or other high-level Normal monsters with Cry Havoc!. However, like Ultimate Offering, you still have to tribute monsters to summon them.
Normal momsters refer to yello wmonsters. The ones with no effects. Blue-eyes White Dragon is a normal monster, and can therefore be summone dby the effect of Cry Havoc!
You may summon as many as you wish, but if the rulings are similar to Ultimate Offering (and I think they are... but I'm not sure), than the opponent can summon as well. So while normal monster usage is rare at best in the meta, it's still something that should be watched for.
