I am curious and would like some input on Deck Thinners. The first, and most obvious at least to me, is Toon Table of Contents. Another I wonder about was Gather Your Mind. Are there any others that could be considered for deck thinning?
Spell wise? the ones you mentioned, TToC would be the one I would choose. There are plenty of Monsters that you can use with a deck thinning effect as you know.

Well if you are building Exodia, don't forget that Toon Table of Contents can get Blue Eyes Toon Dragon which is Level 8 making it perfect to be discarded with Trade-In.
Exodia decks are a double edged sword. There are SO many types to go for, that strategy can get convoluted. I have seen people trying too many things at once, and a GOOD Exodia deck has to have focus. You don't need to worry about what "might" happen in a duel, because that is where you make the deck lose focus. I have a TOP-SHECRET Exodia deck, that I have been working on for so long. I used it at Locals a few times, and I don't let anyone look at it. The deck has only lost once. Out of 20 or so duels. Everyone has wanted to take a look at it, and I say nay. Now, with the new list, the Manticore Exodia deck can have some consistency. Wait, didn't they knock CoSR down to 1? I can't remember, and I am too lazy to go look. There is also always the Heart of the Underdog version. I am working on a Light/Fairy version with Tethys (card from CRMS), and so far it is working out alright. Its a counter Trap deck with Tethys. So, when you have Tethys on the field, and Bountiful Atremis, and you can do some damage. This version though is one with a back-up plan:
Fairy Beatdown i.e.- Airknight Parshath, Honest, etc.
Exodia i.e.- Draw power from Bountiful Artemis, Parshath, Tethys, etc.
It just kinda fits, and I like it. These are just some other options/ideas or whatever. I have been playing Exodia decks for so long, and I just wish that they would see some more airtime. Hope this sparks an idea for ya. Good Luck, C.
1.) Locals are usually very different from the bigger, "competitive" levels unfortunately. While some of the same Decktypes are used, the "skill" isn't always the same. So just because something may work locally, that doesn't mean it will work in something like Shonen Jump or Worlds.
2.) Yes, Card of Safe Return is restricted, though Manticore itself is unrestricted now.
3.) I hope you're remembering the Tethys rulings in that drawing a Fairy must be the very last thing to happen in order to activate Tethys's effect.
4.) Only the least experienced Exodia players would make such a mistake of trying to cram in a bunch of different strategies at once in the Deck. These days, Exodia usually MUST be done in 1-2 turns quickly if one wishes to pull it off, especially with how fast the game can move along.
