for the new BR arrow if u are based can you fire your shells? and if u can can it only be 0? or can u make a ranged combat attack if u r based?

nup, if you are based you can't do a thing (normally you could make a direct ranged attack, but as the max range is 0 you can't do that either).

If you're not based you can artillate yourself though. As pointless as it is, it's actually a viable strategy for Smorgasborg (one of next month's campaign)

So, no, you can't fire Artillery if in base contact.
