I heard or seen somewhere that Garrot Super-Heavy Transports can only carry vehicles. Can they also carry infantry?

sure they can ... just put them in a container (ala starship troopers drop pod/box) ...

and cbt wise they'd still be protected by the chopper's armor.

... for Battle Armor, they could have some clamps and what not and then be released when ready.

The sculpt does look as if designed specifically for heavy equipment transport rather than personnel, but that doesn't prevent it from being a personnel carrier. Looks and rules capability are often at odds.
