It's the Project Phoenix Rifleman (Reseen). Mechground.com has TROs of all kinds, including the game stats (CBT) and pictures for the Project Phoenix TRO.
However call me a dummy or what you will but I cannot seem to locate the TDB compatible files that I can open with that application on any of these sites. What am I overlooking?
I want to be able to start TDB them open the downloaded mech stats and tinker with them. All of these sites seem to be stat packed but none in TDB format.

TDB is a great free program, (BAD kazaa, BAD kazaa!) ... however it is no longer being officially supported (as long as there's no major rules changes it should work fine (works for me).
BUT, you're gonna have to input those designs yourself (or find someone whose already done it and they can send them to you) ... and you'll be SOL when tinkering with ICE designs (there's no way to NOT give the mechs heat sinks ... so it'll load an ICE mech with 10 HS (even if you only wanted 3)).
I loved TDB and downloaded all existing mech files for it.
However I doubt it will help with MW:DA, since the dossier cards describe mechs that have nothing to do with the miniatures. The games are too different. How could you create, for example,a CBT version of Jacyn Bell? (an assault mech that can jump farther than a spider????)
ah well, you have to take MWDA equipment and bring it down to lvl2 rules ... sure it's not the same exact unit, but it makes a heck of a lot more sense.
The Zeus X is a great example, neat lvl 3 mech, but you've got to tinker around a wee bit to make it more lvl 2.
