i believe the following are new (though not sure about the second one)
"On some units, the melee range type might be associated with the primary damage value; these units may use only their primary damage values to resolve close combat attacks."
"If a 'Mech given a move order to run fails a break away roll, it does not gain 1 heat for the run"
OH, that last one is good. It just adds insult to injury if your failed breakaway roll ends up in you getting heat. (even worse if that heat forces you to roll against shutdown and you fail. :))
Based on this:
"VTOL transports. A transport with the VTOL speed mode at cruising level can board and disembark only passengers with Jump Jets special equipment"
It looks to me like VTOL transports can now embark units with jump jets while at cruising. That would be new.
1.) All SE's except for TSEMP and Homing Beacon will now be usable on a VTOL move and shoot, and assault order.
2.) Charge now says that you must draw a line of fire to the target, if your line crosses any non water terrain feature or non infantry base the target gets plus 2 to their defense.
3.) Units that push to move in a formation no longer take push damage.
4.) Artillery only takes one order to place the token and then fire the next turn.
5.) If a mech hits with a close combat attack it does a minimum of 1 damage.
6.) transport VTOLs can now load a unit with JJ while at cruising level.
7.) Tracked units are no longer hindered by shallow water. ( they were before weren't they?)
Well, I feel dumb now. Someone pointed out the obvious in another thread: If the VTOL is at cruising, a unit can't be in base contact with it, so there's still no embarking into a VTOL while it is at cruising level. Seems weird to include "boarding" in that sentence in the rules, given that, but it is kind of hard to get around that whole base contact bit...
1) "A unit at cruising level gets +1 to its defense value when it is the target of a ranged combat attack originating from NOE level; this is the height-advantage modifier."
Old way gives +1 Defense to VTOL’s for any situation (even VTOL to VTOL combat). New way only gives +1 for attacks from ground level.

a. Apply the attacker’s current heat effects to its damage value.
b. Modify the damage scored based on the attack type (for example, an indirect-fire ranged combat attack or the ram special attack).
c. Modify the damage scored based on the attacker’s special equipment and faction abilities."
Swapping around B & C means that Faction Abilities now enhance even more things! Example: Indirect Attack normally capped at 2 damage. Jade Falcon now caps at 3 damage vs. Elite units. (C used to come before B)
Great catch, Rimoran! If that is truly the way they intend it, a Liao vehicle ramming a green unit would do 3 damage, just like CJF against elite units.

As far as I can see, nothing has changed here. Tracked vehicles treat hindering terrain as clear. However, the clause under shallow water "this terrain is treated as hindering for movement purposes" doesn't mean that tracked vehicles treat it as clear (as per the FAQ).
Pulse SE can be used only once per turn (expect a 24 move Pulse VTOL this set ...)
Deep water no longer drops CC damage to 2 (so Jonah Levin is no longer immune to damage in Deep Water).
The Called Shot bonus to defence DOES NOT apply if you can target a unit basing you as well as a distant unit. This is a real get-out clause and is most useful for 'Mechs.
You are not able to make an Indirect shot either out of base contact with an opposing unit nor into base contact with a friendly unit.
The second order given to a movement formation does not cause damage - the first order is not specified and so could have been an attack order. For instance, you could drop an infantry formation and fire one turn, then move the formation into base contact with the target the next without inflicting damage.
Mercenary units can make formations with ANYONE! So a formation can include Merc units and units from one other faction (or alliance)!! No explicit need for a contract to achieve this benefit - YAY!!!
On flamers, shut down 'Mechs are explicitly stated as ignoring the attack, putting to bed all the rules lawyering on whether they should do damage instead of heat. They plainly now do nothing at all!!
Close combat attacks are now worded such that multiple targets are possible. Note the wording on HTH weapons explicitly restricts it to a single target. The wording in the rules no longer carries the restriction (it used to).
Heat effects are unclear by the way. In ammunition explosion it states you take damage equal to the ballistic range type. What if you have two ballistic attacks? Likewise ammunition jam (ballistic) and weapons offline (energy).
These need to be clearer on whether or not they are restricted to the slot in which they appear...
Bypass is interesting. A single target captive implies it can now be used by a Bypass unit in base with multiple captives so long as it specifies its target in advance. Also if you use Bypass to win back your own unit your opponent no longer gets VC1 for the Bypass unit.
Kotch- The rule book states (at least it did before) that heat effects only effect the weapon slot they reside in. So if you have two balistic weapons with one having a black and the other having a red. You might take damage from the red one but you can't fire the black one.

Here it tells you that they apply only to the slot they appear on.
