What would you say is more important to an army:

The best pilot & gear to give your primary mech the best stats

or

An extra formation of infantry that can either be screeners...(BR Shocktroopers) or lightweight hitters.....(BR Oni)??


I am looking specifically at Blackrose with Fernali + Electronic Camo

or

x3 BR Oni BA or maybe a combo of Shocktroopers and something else?

Well it depends on what you face.

If your opponent fields a lot of little units then high attack values are less of a necessity. If he has lots of infantry, having your own counter-basers is good. If he fields mobile forces or artillery then having your own basers is very useful too. If he fields tank drop you need to reliably hit a 22 (Merc Zahn) and be abelt to inflict more than 6 damage in one turn, which will probably involve a 'Mech and a TGR drop or something.

But against 23-24 Decoy a 13 attack is very helpful.

So without knowing the typical armies you face I can't offer better than that.

I would say that Black Rose is better with Hazen because it denies your opponent attack options. Yes it can be easier hit but the deterrent against special attacks and CC attacks should not be underestimated.
