Well since her cost in a 450 to 600 point army just about dictates she be used as the primary focus of your army I would say as the jade Sledgehammer :devious: that she is. Try using a mix of hindering & blocking terran to move her around the board. The thing is she does have a short range for ranged attacks so you will need to close w/ your opponents units, but this will be hard since they will try to stay out of her 12'' energy range as well as her 11'' MDFA range as well. So expect to be engaged around the 14''+ range if at all.
Also you may want to keep close tabs on your other units since a good player will try to win by elimenating your support units while avoiding Melva like the plauge she is :classic: Other than that you may want to pop over to the Jade Falcon Strat. thread and see what the Tubie Kids :p are saying about Melva Tactics.
In my mind she simply REQUIRES all blocking terrain to be taken. Maybe with 1 water thrown in, in case an arty-heavy army is encountered. Put on EC on her and throw a mix of blocking everywhere and her short range in no longer an issue, negates tank drop to some extent, and eliminates the Yami and Chikako threat.
Yeah, like invader said, the best place to look for "Black Rose" armies and tactics is the CJF Strategy Thread. We have so many armies built around her it`s not even funny. :) IMO the best thing to put on her is Elec. Camo. This makes her ammune to that nasty Shiro "Yami" and lets her advance up the field behind blocking totally immune to damage (besides arty). Though she is a great mech, she is much, much for viable in a 600 pt. army than in a 450 pt. army. There is just not enough room to give her proper support in a 450 pt. army. A favorite of most JF players in 600 pts. is use a support mech (like a Goshawk or a Jaguar), with a ton of basers and a sylph or two.
I suggest you look at the CJF Strategy Thread to get more detailed armies/tactics using the beast that is "Black Rose". :devious:
Alternatively, scaring the #### out of less experienced players. An assault mech that has the potential to move at 10 inches and hit you for a possible 8 damage (taking abilities into account) while being able to stay reasonably well off heat wise: that's scary for someone who's relatively new to the game and even to some more experienced players. My shrikes (esp. Black Rose) typically get groans whenever I pull them out. It's all about playing them right really. Blocking and Hindering are the biggees for terrain, as you set up MDFAs. Coolant Pod gear makes them a nightmare and is my gear of choice for these mechs.
Although, I'll consider the paperweight idea ;)
Edit: My bad about the bleeped word, didn't realise it wasn't allowed
Granted, the 'Black Rose' Shrike is pretty intimidating and a good unit when played right, still I managed to utterly annihilate that assault 'Mech with a few Spirit Cats Enyo Strike Tanks during a game with a special scenario (hidden units, if I recall correctly). Pulse weaponry on vehicles can be rather satisfying when the dice roll in your favour. Good times.

How's this for a Black Rose 450?
Black Rose + LeBlanc + Coolant Pod
2x HS Sylph
5x HK ATV
The basics of the army is: Black Rose is the centre piece, everything else is used to tie big targets up, or hunt small targets down (although heavily armoured pieces could be a problem...). Would it be better to swap out the Sylphs or a Sylph and some ATVs in order to make an infantry formation with some AnP thrown in?
I will admit a 450 is a bit lean for a 299-ish point mech but with the right support and tactics she can be a force to reckon with. Surely it hasn't been that long since you have faced her that you have forgotten that DR.

Seyla, Brother.
Well yes yes it has. been awhile since a Falcon player has had the want of facing my Wolves. Why dont we get together and you can remind me, if you think Black Rose has it in her. LOL

Well, my dance card is full for the next couple of weekends. What say you to a 450 Perfect day scenario after the first of the year?
You bring Ana and her ride, Steel Wolf or Wolf Hunters, while I bring Mal and Black Rose. I know you'll have me in number of units but my strong tactics will rule the day.
