Does Dust Storm effect artillery in any way?

Yes. Artillery do not get a +2 for a clear line of sight. Artillery ranges are not reduced 8, they stay the same (the value inside the parenthesis). The artillery that have a direct attack, say 0-10, that is reduced to 8. But check it out. If you target a unit outside of 8" you can shoot him with the artillery value.

In a lot of ways artillery gets better in Dust Storm cutting down the minimum artillery range to 8" is great. The lack of +2 for LOS doesn't hurt that much if you've got a good battery.
