Simple enough...KI: Swarm with Chargers. Nothing really new or special about it.
What I'm trying to show here is an effecient KI:swarm formation. Actions are important to us and
anything that can make you waste actions or slow your forces down will cost you the game.
Notice how I've included each mounted to a formation of non-mounted melee figs. That's 4 warriors per formation.
I've seen formations done this way:

The problem with this kind of formation is once the two chargers er charges, you're left with a loner (SB). The next thing you'll probably do is move this loner to where the fight is. Instead of attacking you've wasted an action moving it.
But with the formations I'm proposing, you save actions.
Let's say you're in range...HLancer charges an opposing figure
On your second action, the remaining figures (E@A x2, IC), which is 3 (minimum for formation movement) moves to base the poor opposing warrior/s. Rinse...Repeat. By doing this you are maximizing movement and getting as much warriors b2b with your opponent's warriors.
I might also add while closing in, the mount can be placed up front, placed sideways like a 'wall' (BA), protecting your low defense warriors. This would look kinda lame, as your mounteds are running sideways. But it's ok, elves look good anyways. :)

Depends, if the opposing fig has a high damage, has BANE SA, I would charge first to weaken it. Then, I base with my swarm figs. That way when it's your opponent's turn to attack, assuming you hit well, that opposing fig (that was charged) is weakened considerably.
The logic in my madness is this... chargers are fragile, a hit would knock them out of charge... E@A cost less than heavy lancers... so they go to the front lines in hope of weakening it so that the chargers can sweep it up without taking push damage (or any damage at all)...I would rather risk pushing an elf that MIGHT miss than pushing a charger that has the same chance of missing...
the way i see it, with having a charge formation and a sb:

for example, is when the lancers go off to charge the standard bearer isnt just waisting actions. Although not as effective as a shade for being an harrasser, the fast moving/cheap standard bearers are quite nice at tying up units. Or at least its 12 points you might not have to spend on an extra shade. For example, i played a swarm charge army last week at a tourny and used to standard bearer to go all the way around the battle and tie up the MBer in the back. I might not have done this if i saw something better to do, but if i can rest my guys to not push the next turn and save myself from magic blast damage, i say sure. So in other words, i dont think that putting a sb in a formation with lancers is a bad thing.

is the army i played. it can move in two actions. since its a 300 point game, hence 3 actions, once that standard bearer has moved the cavalry up far enough, or after everything else has been pushed, thesb can get up around and hook onto enemy figs without too much of a problem. also, the way i have it, you can get all of your non-charge units based at the same time, instead of worrying about getting three different groups of elves onto the enemy figs. also, with three formations, once the chargers leave the formation youll end up with 6 different forms. With everything tied together i see it as a nice consolidation of movements up until everything is jumbled and fightings been going on for a while, but by then it doesnt realy matter anyway. just my opinion though
