I have built a formation for a 200 point army as follows:
High Elf General - 60
Yoloria the Devoted - 32 (an LE Rivvenguard)
***Infantry Captain - 28
***Elf at Arms - 19
Now this formation leaves me with 61 points to spend. I am considering the following two options:
1)
***Horned Impaler - 49
*Shade - 12
2)
***Nightmare Banshee - 45
**Shade - 16
The Horned Impaler has toughness (always valuable in today's game) as well as good range. He can move 12 if needed, or bound 6 and shoot 10, for an overall range of 16.
The Nightmare Banshee, however, is a weaker figure, but has shockwave. So, she can blast enemies that are in base contact with allies. She can scream along at a speed of 14, or bound 7 and shoot 8, for an overall range of 15. Additionally, using her means I can use a blue Shade instead of the weaker yellow one.
Pros and cons to either option. I have yet to test this army. My feeling is that I won't get to use Shockwave all that much anyway, so I may as well go with the Impaler.
I too would go for the Horned Impaler the Banshee doesn't cut it in my eyes.
As to the Formation I'd rather use a Rivvenguard *** over Yoloria ( cheaper, better defense ) which would free the points to add anoter Shade *.
I'll go with the Impaler and *Shade. After a second look at this army, I realized that all the figures here have deep slots and can take lots of damage. The Impaler falls along the same lines as this thinking and is, therefore, the correct choice.
Frenzy - sadly I don't have a Wraith, and I agree that it would be a better choice. Likewise with the **Infantry Captain.
Kallio - Although a ***Rivvenguard has better defence, she wouldn't have the staying power of Yoloria. Since I have so few figures in this army, I need them to be able to last.

Don't use a *** Horned impaler. Too costly for what a *** Sislith tracker does pretty easily.
I would say scrap both ideas. I don't think your first squad is strong enough to be able to support a 40 point mount. You might consider only using a standard bearer because you allready have about 4 *** Elf at arms worth of power in your High elf general, so the captain isn't needed.
So if you were to use the General, and * Standard bearer that frees up a good 17 points. Which is more or less another elf at arms or something.
If you want to stay with a melee theme, how about a charger or two?
But if you simply want my suggestion as to your original question, I would pick the impaler I guess. I dunno, I'm not a fan of either of the "horned" krugs.
