Here are 9 easy steps to make your armies get more replies.
1. Put your peices into Formations: No reviewer will be eager to sift through a list of your army peices and figure out whats going on. If they do they will probably have it wrong so put them in formations. EX.
Formation 1
Troll Artillerist ** x2
EGM
ect.
2. Titles: Presentation is half the attraction to your post. SO make it hip and happenin. Titles like "Another Cheese Army" won't attract many reviewers.
3. Stratigy: Put in your basic stratigy for your army so reviewers may get the general idea of your army and not somehow change your troll artillerist army into a "KI Swarm"
4. Collection Size: A simple sentence stating your collection size helps alot. Saying you have a large collection will keep the reviewers open to their own army building tendicies. If you state your collection is either small or just getting started up, state what uniques you have so people don't recomend ones you don't have.
5. Respond!: Nothing makes a reviewer feel good then by reading a responce from you. Even if it is a contridiction to what they said, everyone enjoys a little disscussion sometimes.
5. Take Critisim: Sure argue a few points, its fun, but don't take it too far. There is absolutly no point in posting an army if you will not take any advice or scoff at everything anybody says.
6. Insulting is a no no: When arguing keep insulting to the low down if you can. Of course some people find responding to an insult with an insult is perfictly acceptible as long as they do not contain a threat and contain no swear words.
7. Insulting pt. 2: At the sake of your reputation that might be still starting on the boards, a word of personal advice from me. Don't bad mouth or insult people who have around or over 1000 posts. Most of these posters are well respected and tactic masters. This is definatly a good way to get them, and most of the people on the boards on your back. Not a way to get reviewers at all. Insulting Moderators is also a bad idea.
The last two steps are for Reviewers.
8. Put in something worthwhile: Don't post just to post. Put something of some use in the post, that isn't always army tips, it can be anything from a usefull comment to a joke to quell simmering tempers.
9. Let old posts die: Don't go to page 3 or beyond and respond to something bringing it back to the top. Its just annoying, its time to move on to something new. Exceptions include, Best of Armie's posts which are good to everyone.

10) Include the point costs of the figures you're using, especially if they're not part of the handful of figures that are seen in most armies. It's far easier to make suggestions like "Replace X with Y and Z" when people don't have to go look up what X costs in the first place.
11) Include the current total point cost of the army. If it isn't exactly at the required build total, let people know so they can offer suggestions on how to fill in those remaining points.
On a minor note, review a bit more then you post. Kind of like repaying the reviewing economy for reviewing your army.

Btw, it's a good idea of yours to post some tips, especially for the newbies (including myself :P heh), since this helps the thread starter, and the reviewer.
You may also want to include that it is awfully nice to give and not always receive. I suggest giving 3 critiques to other people's armies before posting an army of your own. Of course, those critiques need to be critiques and not "nice army. . ." We could get into proper critiquing but that'd take a long time! But giving 3 critiques before asking for some yourself is both polite and helps foster a good environment for strategy, tactics, and army construction here as well as build a sense of comaraderie amongst the community members who frequent this message board.
OH! Do not forget your English grammar rules. You don't have to be perfect--I know I'm not--but at least have some semblance of proper spelling and grammar.
Why not? It gets them in the habit to suggesting things. The more armies they see, the better they'll get. Regardless how bad they're suggestions may be, at least they can offer some advice.
Also wanted to include another suggestion. Try to critique armies that have fewer posts. Make sure people get something before their army disappears off the first page of posts. Maybe your post will stimulate others to post as well.
I can see what your saying how it could help them develop some skills, but what about the ppl who can tell the good suggestions from the bad (thus they are asking ppl), Just a thought.
