Not sure exactly what you are asking, but in regards to your questions.
No, seige pieces may not move in formation.
If a seige piece has a min/max range on their dial, then they may not shoot in that min range. They can do something called indirect fire, which ignores blocking figs and terrain. It adds 2 to defense and takes 1 away from damage. All the rules can be found in the Conquest Rulebook and should be available in the rules section of the mk site.
I'm probably blind but went there all day and cant find them.
I read almos all of the rule in the rules section but dind not find a single thing pertainning to the seige engins.
I haven't looked but you should be able to find them on the official wizkids/mageknight site.
As to whether or not they can move in a formation. I'am pretty sure that they can not, but don't quote me on that.
And the damage works like this... if the S.Engine has a range printed like x/x than it is capable of inderect damage, when you use this ability the minimum range is the first listed number and the maximum range is the second number, if you target is with'in the min. and max. range then you can hit them reguardless of blocking terrain and/or figure bases in your LoF. the target gets a +2 to their defence and you must -1 from your damage (before rolling the attack of coarse).
Also something to keep in mind is that the BPR cannon and Mortar both have explosive damage.
