if im playing a match -400pts,and my point total is 398,I get 3 actions,right?

no, you still get 4 actions. It's 1 action for every 100 points of the army total for both players. if you have 398 points you get 4 actions, if your opponent has 400 points, he gets 4 actions.

I think it depends on the match you are playing in. If you are playing in a 400 pt battle you get 4 actions even if you have 399 (or less) points. Same for a 200 or 300 pt battle. At least that's how we play it at our venue...I've never heard it differently

Maybe a all knowing Warlord can weigh in on this one to confirm.

I was trying to move my army in 2 turns, now I have to give up a fig,or lose an action.

If you are playing a 400 point game, BOTH of you get 4 actions. Even if you only have 301 points. The game is based on you Build Total. If you are playing mixed totals, you get 1 action per 100 point value of your army. If you put a 94 point Dwarven Stomper in a 100 point game, you get 1 action. You can play modified rules (see dragon week senario's) were an army can get more or less actions, based on the "modified" rules of THAT PARTICULAR game.
