let's say that a mdf, a dragon for instance, is in base contact with an opposing figure. if it tries to break away, can it use the combined movement of both its wings?or is it only allowed to use the movement on the section in base contact?

how about pivoting? can a mdf just pivot in place? or does it have to move afterwards?

It can use any section, or number of sections, to break away. And yes, multi-dial figures can pivot in place, but you must still give at least one section a move action (and make a breakaway roll, if necessary) to do so.
