i'm pretty sure that a shockwave attack ignores the dodge SA, but i can't quite explain it to my friend. can anyone give me specific SA and Rules texts that i can use to explain it to him?

It says explicitly in the Shockwave entry of the SAC that figs withing range of the Shockwave are treated as if they had no special abilities for the purposes of resolving the SW attack. No toughness, no BA, no Invulnerability, and certainly no Dodge.
