I was under the impression that damage done to a dead (3 skulls showing) section of a multi-dial figure was assigned by the person doing the damage to the section of his/her choice. Is this rule different for ram than every other kind of damage?
yes, you can target the dead side and redirect damage to an active section BUT RAM damage can't be redirected ... only attack damage and RAM is not a damage coming from an attack ... it's a movement by.product

No. If an attack is made that is directed down the line between two sections, the controlling player chooses where the attack is directed. But when an attack is directed at an inactive or "dead" section, the attacking player chooses which other section the attack is directed towards, as long as that section is otherwise a legal target of the attack: for example, I can attack the inactive left side with a ranged attack and direct it towards the active right side, unless the right side has a figure friendly to me B2B.

Hmmmm...I don't have time to look up the exact wording right now, but here's an idea. What happens when you target down a line between an active & inactive section? If the MDF player were to choose the inactive side, who would choose which section would be targetted?
well, i think that the active section has priority over the inactive section ... so, your attack will primarily affect the active section ..
on a 2nd note, if you attack an inactive section, the attacker gets to choose which section his attack is going to affect, but if your attack falls on the borderline of 2 active sections, the defender gets to choose which section is the attack going to affect
Now that I've had time to look it up, I'll answer my own question :)
The defender decides which section is attacked. If the inactive section is chosen, the attacker decides which section is attacked.
So, the only time you'll want to choose the inactive section, is if either it can't be legally attacked (a ranged combat attack against an inactive section with another opposing figure in base-to-base contact) or if the section you don't want attacked is the other side of the line (maybe they'll make a wrong decision in picking their section).
