Okay two questions, I'll use the quickness one first, since it's easier.
Say you have a character with 9 movment.
You use quickness, and move 9 tiles for free (without activation correct?) then you activate the character, and move another 5 tiles into base contact with the enemy with 4 speed points to spare. Can you attack?
My second question is this, I'll have to draw a chart here, so bear with me, pretend this is a narrow hallway of one tile only.

Okay, X is the target, and H2 is hte hero casting magic blast. [ ] represents a tile. Now, let's pretend H2 is casting magic blast at the target, and hits him, yet the target lives. The target has a ranged attack.
Can he still make a ranged attack against the hero closest to him (even if that hero did not strike him?) That would be h1.

Another thing, can you pass chests to other characters in your hero group, how does that work? I know you pick up chests, do the people who open them hold them until you give it to another character or....?
......you cannot activate a fig more than once a turn. the fig with quickness is activated but it does not cost u an activation. so u get a "bonus" activation but u have to use it on another fig or ms token.
....a fig can only counter attck against a fig that attacked it. if the attcking fig LOS is blocked or is out of range than no counter attck occurs
....at the start of each turn u can reassign chests among ur party members. each hero can hold up to 2 chests max. u cannot drop a chest.

The chest thing is tricky, but here is further breakdown. As soon as you collect treasure, the chest goes into your "treasure pool". At the beginning of each turn, you assign as many chests as you want to your heros. You do not have to assign any, if you dont want (if they are all gold or something). So, you cannot trade chests in the middle of a turn.
When a hero escapes the dungeon, you can store up to two chests toward victory. These chest are any that the hero is carrying, and then any from the treasure pool. The hero cannot store chests that are assigned to other heros.
First, I think you are using the word "tile" when you mean square. A tile is a 5x5 square chamber or a 3x5 square hallway. This is a very important distinction in understanding the rules.
Quickness question - you may only activate a hero once per player turn. Using quickness means that activating that hero does not count against the activation limit for your turn. Your activation limit is the # of heroes on your team (those with the Hero faction symbol if playing in a tourney) if in team play or 2 if playing lone wolf.
Your magic blast question - if X survived the attack and still had magic blast (so that it could ignore H1 who blocks the line of sight) then it could counterattack H2 - otherwise it can not counterattack. Since H1 did not initiate the attack then H1 can not be counterattacked (possible exception in other examples - counterattacker has shockwave or suffers flame/lightening splash damage).
Nethervoid and RobRobBinks have adequately covered the chest assignment question.
Also on the chest question. Robrobbinks said that you can store the chest when you leave the dungeon. The rules also say that you can store chest at the beginning of your turn. So if you have 2 chest that have a lot of gold and no benefits, you might think about storing them with a figure so that they cannot be stolen. A hero can actually have 4 chests (2 applied and 2 stored).
