Yes, another question generated by Morgan La Fey, when uing Psychic Blast, and targeting more then one enemy, you still get to divide up the damage, correct? (Which in this case would be 1 to 2 targets, since her damage is 2, unless perplexed).
Addtionally, can she target 3 people for range Psychic combat attacks if her damage is only 2? Does it drop to one for each target? Can you wait and see which targets out of the 3 you hit (since it is one attack roll) then decide where the damage goes?
That is exactly how you do it. If you have more arrows than the amount of damage you do (like Morgan with 3 arrows and 2 damage), you can target 3 figs, roll to see which ones you hit, then divide that 2 damage up among the figs you hit. If you hit all 3, at least one of the targets will receive 0 damage.

Yes. You can split it up 1 and 1, or 0 and 2.

You would still split it up to one of these possibilities: 1, 1, and 0, or 2, 0, and 0. Remember, you can choose not to apply damage to a target (one of the 0s above). You would just redirect it to another figure you hit.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.

when did this change? Origianlly if Cyclops wanted to multi target his damage dropped to one point of damage for each successful hit. Is it different because its psychic blast?

This was changed when the new rules came out (with the release of Indy Clix).

Whenever a ranged combat action is used to affect more than a single target, the damage value of the attack is reduced to 1, even if the attacker has a higher damage value or super powers that would increase the damage value. Certain game effects can increase this damage.

the previuos is what i found on the Wizkids marvel site under RULES TODAY!!! I fth rules have changed why hasnt the website changed? How frickin frustrating...
I have to goto three different websites and download three different sets of rules and faqs to play one game?

That's in the old rules. When IndyClix was released a new set of rules came out as well that is the set of rules for all of Heroclix.

The website issue has been brought up several times on the wizkids forums but I haven't seen a reply yet.

FEGG, one thing to note is that I noticed in your question that you refer to taking damage ("Does this mean, that with Enhancement, even targets who take 0 from the multi-attack take 1 Enhanced damage?"). The issue I have with the question is that there is a difference between damage dealt and damage taken. The glossary outlines the difference but one way to look at is damage taken is the number of clicks of the dial you do (ie. it will be after damage reducing powers and such).
So an example:
Thor deals 4 clicks of damage to Hulk (who has Invulnerabilty)
Hulk's invulnerability reduces it by 2.
Hulk takes 2 clicks of damage.
So technically, enhancement increases the damage dealt by 1, not necessarily the damage taken.
And 006, although I understand your frustration there are many factors involved with the number of documents required (one of which being legal issues with Marvel and DC requiring their documents being separate). But having said that this probably is not the most productive place to vent your frustration as there's not much the people who frequent HCRealms can do about it (unless DrGandalf or BrotherMagneto happen to stop by to read some threads).
