Watr Consort, your first impulsion (before you edited) was the right one. The wording of Terrify is exactly the same as in the Dragon's Gate rules for 'Unlimited' play.

I will be glad when they clear up some of the questions abotu terrify and its interaction when a figure fails the roll and if a figure that fails the roll is part of a movement formation.
Does the figure get to move some where else? IS the action lost? How does this work with surge or charge? Do you just get to give an action to someone else?
I would take that to mean you can surge, charge, ram the next guy you see. Halfway to the target, the warrior decides to attack the dwarf rather than the troll next to him.
but if you declare a surge and fail the roll do you still have to surge with that figure? What if there is no other figure to surge or charge? Does the figure then have to take an action or can one give the action to another figure? On a formation moves does one roll for all the figures that are attempting to base then move the formation?
I think you declare th emove action, then try to move, if Terrify stops you YOU STILL MUST MOVE THAT FIGURE (you can choose to "move" nowhere, but you still get a token for it). I think if you declare a surge, and get Terrified, it becomes a normal move if there is not other target to Surge (or if you choose not to Surge another target), you DON'T take click and just move wherever you want to
I never thought about that but that could bring up some intersting things if they declare that you take the click when you declare the surge action even if yo uend up not doing it.
