Impale is a proficiency. Charge is a special ability. You use the charge special ability of the mount. You resolve the attack with the mount's dial. Impale states that when the unit's rider succeeds at a close combat attack, then the rider gets +2 to its damage value.
Wolfman: i'd have to disagree with your statement. you do not have to resolve a mounted charge with the mount's dial. there is nothing stopping you from moving your mounts speed and attacking with the rider. you can, in fact, mounted charge and impale. mounted bound requires you to resolve the attack with the rider, but mounted charge leaves you the option to do either.

(1) Reread the first post and my post. We don't even discuss Mounted Charge. The original poster mentioned the Charge SA. I replied to his Charge SA question. If the Mount has the Charge SA, then you have to use the Mont's dial to resolve it.
(2) Mounted Bound will allow you to use the Mount's dial if the Mount has a range attack.
Therefore, you are incorrect on both of your points.
