Hail to thee, mattis!
I have looked at the stats and specs, yet it looks like I don`t get the picture here...
would you please explain to me how a damage of 13 can emerge?
Thanks in advance.

I believe rage hammer replaces your damage value with a 3, and you do a mounted charge charge with rage hammer giving you a 3rd attack. You get impale for the MC and rage hammer portion, so that would be 5 + 5, and then 3 for the mount. 13 total
 Good heavens...! This is going to become very popular... oh MAN, what a mess!
Pike has an attack of 12 when riding, hasn`t she? So she can try and attack ANYTHING with an effective charge speed of 14
- or 12 in case the relic speed malus slows down the dragon (does it?)...
Kossak? - forget him.
Varatrix? - will have serious problems.
Vithzerai? - might have a chance.
I now totally agree with mattis - this monster means trouble.
Rage hammer is also quite good because it nerfs leadership which is a staple of most BoL and storm maul armies leaving zeph standing there going " oh ####, i'm useless".
If a rider wields a relic that reduces his speed, that does not affect the speed of the mount at all, so the cavalry unit would still move 14 inches in your example.
You would still need a 9 or higher to hit Chroma wearing a defensive item, with a hexer nearby that could be a problem. Also, with no crushing blow it is dodgeable even if you hit. I do agree that it is a quite formidable combo against almost everything else.
