Im not sure if anyone already covered this, but it's about the text on the relic Sreaming Shield. It reads:
All figures within 12" of the weielders front arc cannot make ranged combat attacks.
Now logic would denote that this means outward from the front arc, but it does not state that. It merely says within 12" of such said arc. Does that mean 12" in any direction from the front arc including backwards...
I know how I would rule it..... but that is based on a presumed "spirit of the rules" ruling. As it is worded then only a fig directly behind the wielder could make an attack... and a fig with a 14" range plus arcing fire would be particularly nasty... especially if said fig were fairly inexpensive too.
Looks like the 26" bound fig will have to be used.
Oh, a quick question: Can a fig bound into the area of effect and then make an attack since "at the time the action was declared the conditions for that action were met?"
I would say no, because otherwise you would have to go from 12" on every point of the front arc, and it would create this wierd kidney-bean-shaped area of effect.

No, it doesn't prevent ranged combat actions, just ranged combat attacks. Indeed, you can Bound out of the range of the shield and make a ranged combat attack.
what's interesting, is that a mount's base I believe is 2" long, so a rider, with this Relic, if lined up perfectly, would stop even Rava or Vitz from attacking...

I'm sure you still measure from the center dot not the base. All ranges are measured from the center dot, whether it's an attack, Special Ability or relic ability. Front arc just tells you the limits of the ability (i.e. not outside the arc).
