does bracers of the giant give + 1 to range combat damage AND close combat damage or just close combat damage??

CC only. If it just says "damage", that only applies to the Damage combat value (ie, the one in the dial, next to the :starburst or :golem:). If it says "ranged damage", that only applies to the Ranged Damage combat value.

it says :starburst damage +1, so I guess then it is just CC, my friend thought it was for both.

The card will specify which it works with. Damage is for the printed value on the dial, which is for close combat only. If it says ranged damage, then it applies to the printed value on the base.
