There's an enchantment spell that grants the Overwatch ability.
For #1, the answer is no. The resolution of Overwatch is a simple ranged combat attack only. You can't give the figure another action (or use an ability that requires one). Casting a spell requires an action.
The only special abilities that work with the resolution of Overwatch (since they don't require an action) are ; Arcing Fire, Life Drain and Pierce. Some relic abilities may be triggered, but again, only if they don't require an action (and they work with a ranged combat attack).
The Guardian's Eye spell cannot be cast on the sorcerer casting it. Note that the figure given overwatch by the spell must have the bow attack type. In addition, the text of the spell does not permit the sorcerer to target himself/herself.
Also, I was wondering if you can cast a spell that requires a ranged combat attack while using the Mounted Bound proficiency. Any thoughts on that one?
Example: I have a rider that has a spellbook. That rider uses Mounted bound to be able to move and make a ranged combat attack. Since it can cast a spell that says, "Make a Ranged Combat Attack..." can it be cast as part of that action?
My take on it is that as long as it says RCAtt, not RCAction you can cast spells that require the attack.
Lemme know if I'm right or wrong so that I can use it on my wife. Or so that I can prevent her from using it on me. Thanx!
I'm pretty sure that you cannot use mounted bound and a spell on the same action, because a sorceryl by itself requires a ranged combat (or special, when noted) action. Even if it only bothers with an attack, you require a ranged combat action to 'trigger' the spells text. And since the spells are not special abilities, the mounted bound + one special ability rule does not apply.
Oni_penguin has it right. When it doesn't say so, sorceries require a ranged combat action. From the Sorcery Rules:

Casting sorceries: Give the sorcerer a ranged combat action to cast a sorcery. A sorcery’s spell text will indicate if a different type of action is required.
Note that counterspell enhancing and 'Do not cast' sorceries are the only spells that don't require an action. Counterspell enhancers specifically can only be cast while using the Counterspell proficiency, and 'Do not cast' spells' have an affect from the beginning of the game.
